Bay Area Traffic Relief Plan, Regional Measure 3

STA Solano Transportation Authority RM3 Fact Sheet April 2018

Regional Measure 3 (RM 3) is an opportunity to fund the next generation of Bay Area transportation improvements—a package of 35 projects and programs to relieve traffic and enhance public transit in bridge corridors. Here is how it will help Solano County…

Solano County Projects

  1. I‐80/I‐680/SR 12 Interchange – $150 M, Construction during fiscal year 2019‐2020
  2. I‐80 Westbound Truck Scales – $105 M, Construction during fiscal year 2020‐2021
  3. SR 37 Improvements – $100 M, Improvements at Mare Island and the Fairgrounds interchange
  4. I‐80 HOV/Express Lanes – $75 M between Fairfield/Vacaville, Construction during fiscal year 2018‐2019

Regional Transit Benefits

  1. San Francisco Bay Ferry – Capital and service improvements for Vallejo (doubles frequency between Vallejo/San Francisco)
  2. Capitol Corridor – Improve frequency to Fairfield‐Suisun and Fairfield‐Vacaville train stations
  3. New SolanoExpress – Buses and more frequency for regional express bus service
  4. Vallejo Station – Phase B Parking structure, a catalyst for downtown economic development
  5. Bay Trail/Safe Routes to Transit – Gap closures and First/Last mile capital improvements

RM3 would fund SR 37 flooding/congestion issues, I-80 Express Lanes, San Francisco Bay Ferry service Vallejo to San Francisco

Simple as 1-2-3!

Bay Area voters approved a bridge toll increase for regional transportation improvements in 1988 and 2004. Solano County has constructed the following projects with the funds from these bridge tolls:

RM1  Carquinez Bridge (2003) and Benicia‐Martinez Bridge Replacement (2007)

Carquinez Bridge in Vallejo and Benicia-Martinez Bridge received RM1 funds in 2003 and 2007. These two bridges provide the tolls that return funds to Solano County.

RM2  $184 Million funded:

  • Two Rail Projects
  • Four Capital Road and Freight projects
  • Five Intermodal Transit Stations
  • SolanoExpress Operating Funds (27% from RM 2)
  • San Francisco Bay Ferry Operating Funds for Vallejo service

If approved by a majority of voters in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano and Sonoma counties, toll revenues would be used to finance a $4.45 billion slate of highway and transit improvements in the toll bridge corridors and their approach routes.

RM3 Voter approval of RM 3 on June 5, 2018 would raise tolls on the region’s state‐owned toll bridges by $1 beginning Jan. 1, 2019. Tolls would rise by another $1 in January 2022 with another $1 increase in January 2025. This would mark the first toll increase on the seven state‐owned bridges since 2010. Two of the seven Bay Area bridges are located in Solano County.
